PBG Compliant AI Adoption
A phased program that built governed, agency-wide AI adoption inside a no-public-AI environment, reaching 97% adoption with zero compliance breaches.
The Opportunity
PBG is a government services agency operating across more than 12 federal agencies. The organization runs under strict regulatory and security constraints: highly confidential data, extensive legal requirements, and a complete prohibition on the use of public AI tools. Their AI challenge reflected a dynamic common to organizations with a deep institutional commitment to doing things correctly. Leaders default to non-use when the boundary between responsible and irresponsible use has not been clearly drawn. In an agency where a single mishandled record carries real personnel and legal consequences, that caution is a rational response without governance guidance.
The efficiency advantages of AI were real, and the cost of standing still was rising. PBG needed a path to capture them, and doing so required a controlled operating model employees could actually trust: a sanctioned tool, clear guidance on what responsible use looked like inside their regulatory environment, and the skills to move from basic use into genuine workflow redesign. All of it had to happen within a zero-tolerance compliance posture, where any compliance failure would end the program.
Key Challenges
"Can I use this" emails went unanswered, because answering meant owning the risk and nobody would sign for it.
Highly confidential data, extensive legal requirements, and a complete prohibition on public AI tools.
With no approved environment for day-to-day use, abstinence was a rational response to unclear guidance and a zero-tolerance audit environment.
The efficiency advantages of AI were real, and every month of default non-use widened the gap.
The Process
Organization-wide sessions established a shared foundation: what AI is and where it creates value, how to evaluate approved versus restricted tools, and what responsible use looks like inside a highly regulated, confidential environment.
Supported deployment of a private AI environment meeting PBG's security and compliance requirements. Employees gained an approved, sanctioned path for day-to-day AI use that simply did not exist before.
Practical training on working effectively inside the approved environment, including hallucination awareness, output validation, and the review standards required for policy-aligned work.
Equipped employees to identify repetitive workflows that could safely move into agent-supported processes, and to redesign how they work with AI as a core part of operations, all within compliance boundaries.
Our Solution
A phased engagement that advanced adoption and governance control together, from awareness to agent-based automation. A private AI environment meeting PBG's security and compliance requirements gave employees an approved path that did not exist before. Responsible use was built into the program architecture from day one: hallucination awareness, output validation, and review standards. Employees learned to identify repetitive workflows and safely move them into agent-supported processes inside compliance boundaries.
Key Capabilities
Impact
Employees went from a baseline confidence score of 2 out of 10 on compliant AI use to 8.5. Adoption reached 97% without a single compliance breach. Teams moved beyond basic usage into workflow redesign and agent-based automation, and the organization now operates with a durable, governed AI model it owns internally. Once clear boundaries were in place, employees who had previously avoided AI adopted it and used it carefully. Adoption reached 97% with zero compliance breaches, and teams now build agent-based automations for their own workflows inside the governed environment.
Key Results
- 97% AI adoption across employees
- Confidence in compliant AI use rose from 2 out of 10 to 8.5
- 100% compliance standards maintained, zero breaches
- Teams moved beyond basic usage into workflow redesign and agent-based automation
- The agency now runs a durable, governed AI model it owns and operates internally
